For most first-time visitors, I would start with a walking story tour: Savannah's squares and streets are part of the experience. Choose a trolley when long outdoor walking is the problem. Pay for an investigation only when named venue access and equipment time are what you want.

Operator storytelling can combine documented history, local legend and theatrical interpretation. A product title or rating does not establish historical accuracy. Look for a named route and a clear explanation of the tour's approach if that distinction matters.
Accessibility must be checked by product. Old Town's published page, for example, says its Ghosts & Gravestones vehicle does not have wheelchair lifts and that historic-site surfaces are rough. That fact applies to that product, not to every trolley or walking tour.
